Functions

1. To establish China’s e-commerce development program, formulate and implement relevant policies and measures to promote informatization of businesses and develop domestic and overseas market by e-commerce. To support small and medium-sized enterprises with e-commerce application and push forward the sound development of e-commerce for consumers like on-line purchase;

2. To boost the construction of the e-commerce service system and build up the system of e-commerce statistics and evaluation;

3. To formulate standards and rules on e-commerce, organize and take part in the international negotiations, consultations and exchanges on such standards and rules, and advance the international e-commerce cooperation;

4. To formulate and implement programs on and regulations on informatization construction in international economic cooperation and domestic and foreign trade;

5. To lead the construction of e-governance in the commercial sector, formulate and implement the comprehensive plan and administrative measures on MOFCOM e-governance construction. To formulate and implement the administrative measures on the information integration and sharing in the e-governance intranet. To be responsible for the management, supervision, examination and check of e-governance projects, and monitor to ensure the safe and steady operation of the e-governance network;

6. To be responsible for office automation of departments, special commissioner’s offices around China and economic and commercial counselor’s offices overseas;

7. To be responsible for the planning, setup and development of public services on commercial information, and the planning, building and management of MOFCOM website;

8. To be responsible for the construction of system on import & export pre-warning, market operation and commodity supply & demand monitoring;

9. To participate in the work related to China’s informatization and Golden Gate Project, coordinate relevant departments to tackle major issues in the process of informatization;

10. To be responsible for organizing trainings and exchanges on informatization in the commercial sector;

11. To undertake other assignments given by the leaders of the Ministry.
